The topic of discussion for this Constitution Monday
comes from Article II, Section 1, Clause 4:
"The Congress may determine the Time of chusing the Electors, and
the Day on which they shall give their Votes; which Day shall be the same
throughout the United States ." This clause is meant to prevent corruption or
collusion in the election of the President and Vice President as electors meet
on the same day at widely separated places.
The states must appoint their electors by the Tuesday after the first
Monday in November. The electors of each
state meet at their specific State Capital on the Monday following the second
Wednesday of December.
