What Policies Are In the “Build Back Better” Plan?

The massive $3.5 trillion social-welfare spending bill being pushed by Democrats contains more problems than the cost of it. Two Democrat Senators – Joe Manchin of West Virginia and Kyrsten Sinema of Arizona – are opposing the bill because of the cost. Their opposition caused the bill to stall in Congress.

The cost is too high, but the policies in the bill have the potential to change America as we know it. The agenda of the bill is to shift more power and control to the federal government and away from the states and individuals. Nina Owcharenko Schaefer is a senior fellow in health policy at The Heritage Foundation, and she sees problems in the bill regarding health care.

The so-called Build Back Better plan, moving its way through the Democrat-led Congress, is jammed full of policy changes that drive the country closer to a government takeover of health care than ever before.

Trying to slim down the cost or water down the proposals will not resolve those fundamental policy concerns.

Schaefer listed seven ways that the bill will make it more difficult for individuals to keep their health plans, while also making it “more likely you’d get the subpar benefits” of government-run health care. Here is her list.

1) Creates a New, Government-Run Health Plan

Part of the legislative package would put in place a new federal health care program. The program would be modeled after Medicaid, a joint federal-state program to provide medical services to certain low-income Americans, and would be made available to those individuals in states that did not adopt the Obamacare Medicaid expansion.

While seemingly narrow and targeted, the proposal could easily be scaled up and expanded to new groups. Under such an arrangement, the government would set regulatory rules in favor of the government plan, drive out private competition, compel participation, consolidate enrollment, and shift costs on to health care providers and taxpayers….

2) Expands Government Subsidies to Insurance Giants, the Rich

The proposal would make existing Obamacare subsidies more generous and make them available to more people, regardless of income.

Specifically, individuals with income between 100% and 150% of the federal poverty line would no longer have to contribute to the cost of their Obamacare premiums…

Since the subsidies are tethered to Obamacare, these changes are intended to drive more people to the government-run Obamacare exchanges, including some of whom would have otherwise had insurance.

The more people enrolled in Obamacare, the more the government controls the delivery of care and benefits. Moreover, these changes attempt to cover up the fact that Obamacare is driving up – not down – the cost of coverage….

3) Undercuts Private, Employer-Based Coverage

The bill changes the requirements for those with access to employer-based coverage to qualify for Obamacare subsidies.

Under current law, individuals with access to employer-based coverage are not eligible for Obamacare subsidies unless their share of the premium costs exceed 9.2%. The bill would lower that threshold to 8.5%.

The private, employer-based market is where the majority of Americans still get their health care and remains a critical obstacle to a full-blown government-run health care plan. Lowering the threshold is a small, but significant, shift in the opposite direction….

4) Undermines Non-Obamacare Options

The proposal blocks access to information about non-Obamacare coverage options. The bill would prohibit federal funds from being used to “promote non-[Affordable Care Act] compliant health insurance coverage” and explicitly defines short-during and association health plans as such options….

5) Expands Size, Scope of Medicaid

The legislation assumes a larger role for the federal government in Medicaid. The proposal would create a new grant program within Medicaid that would add $190 billion for home and community-based services.

The proposal would also impose new federal requirements on state Medicaid programs and would weaken oversight and accountability through various policy changes….

6) Puts New Obligations on Outdated Medicare Program

The legislation proposes adding dental, hearing, and vision to the traditional Medicare program. To avoid an even bigger price tag, the benefits would be phased-in over time. Seniors would still be responsible for a portion of costs, but taxpayers would be responsible for the rest….

7) Sets Government Controls on Prescription Drugs

Under the bill, the federal government would set prices for certain prescription drugs in the Medicare program, based on prices paid in other countries….

Government control over the price of pharmaceuticals means government control over access to pharmaceuticals. Like residents in those selected other countries, seniors would face less access and fewer choices under this model….

Government should not be involved in the health care business. Schaefer points out that Canada and the United Kingdom are good examples that show “the impact such controls have on access to care, where wait lists are common and expected, and where access to treatments are limited or denied.”

Schaefer summarized her article by explaining that there is “a common health care thread running throughout the ‘Build Back Better’ plan.” That thread is the desire to remove “private coverage alternatives and consolidate enrollment in the government-run plans.” The government would then control the dollars and the decisions.

This post discusses only the affects that would take place in the health care arena. The “Build Back Better” plan has an agenda to take over the lives of Americans. That is the reason the policies contained in the proposal are just as bad or worse than the price tag.

Post Election Plans

Pollsters have told us for weeks that a great conservative wave of new lawmakers with fresh ideas was about to hit the United States. If the polls prove to be correct – through all the counts, recounts and legal challenges, I hope that the conservatives are ready to meet the challenges facing our nation.

The experts at the Heritage Foundation prepared a list of twenty-three areas of policy that are of concern to Americans. Among their concerns are the following policy areas along with recommendations to solve the problems.

"Federal Spending. Government spending is out of control—so much so that a new political movement, the tea party, has sprung up to rein it in. America has a spending problem, and Heritage has a solution. The majority of our spending growth is on entitlement programs such as Social Security, Medicare and Medicaid —to say nothing of Obamacare—and Heritage has created a series of recommendations that the new Congress should enact in order to correct the out of control spending that will tack on an additional trillion dollars to our national debt in the next decade.

Health Care. Heritage urges a total and immediate repeal of Obamacare, and this needs to be a top priority for the new Congress. But Congress shouldn’t stop there: Heritage supports free market solutions (link in PDF) as opposed to a big government takeover of one-sixth of the nation’s economy.

Government Regulations. The amount of government regulation in the past year has been unprecedented, costing taxpayers an additional $26.5 billion in 2010 alone. These costs will affect Americans in many ways. It will raise the price of the cars they buy and the food they eat, for example, while destroying an untold number of jobs. Worse, the amount of red tape is set to rise in the coming year. Congress must keep in mind that the more regulations placed on Americans, the more they are restricting their freedoms.

These United States have some definite problems that need solutions. What has been done over the past months and years is not working. The biggest need is to reduce the amount of control that the government has in the lives of individuals. Heritage Foundation is a Washington think tank with the object of preserving the founding principles in the United States. It favors no party, but it works with both parties to solve problems in our nation. I hope our newly elected members of Congress pay attention to the recommendations of the Heritage Foundation.

Word of Wisdom

The Lord's law for good health is called the Word of Wisdom. When we came to earth, we received physical bodies. A physical body is one of the greatest blessings we have because we must have a physical body to become like our Heavenly Father. The Lord places so much importance on physical bodies that He calls them temples (see 1 Corinthians 3:16-17; 6:19-20). He considers our bodies as being holy. Because of the importance of our bodies, Heavenly Father wants us to take good care of them. He wants us to be happy and knows that healthy bodies bring more happiness. He also wants us to stay worthy to receive the Holy Ghost by keeping our bodies and minds clean. He knew that we would be tempted to treat our bodies unwisely or to partake of harmful things; therefore, He told us which things are good for our bodies and which are bad for them. This information concerning good health is contained in the Word of Wisdom, which is found in Doctrine and Covenants 89. Obedience to the Word of Wisdom helps us to stay worthy to enter the Lord's temple and to enjoy the presence of the Holy Ghost. Disobedience to this law causes the Lord's Spirit to withdraw from us and causes damage to ourselves physically and spiritually. The Lord revealed that there are certain things that we should not take into our bodies. He commanded us to not use wine or strong drinks (drinks containing alcohol). The use of strong drinks often causes cruelty, poverty, and disease to enter our homes. It often is the cause of dishonesty, loss of chastity, and loss of good judgment and is always a curse to those who drink it. Use of alcohol by expectant mothers can cause physical and mental damage to their unborn children. Drivers under the influence of alcohol cause many automobile accidents each year. The Lord also revealed that "tobacco is not for the body" (Doctrine and Covenants 89:8) because it is harmful to our bodies and our spirits. Scientists have shown that tobacco causes many diseases and can harm unborn children. We should not smoke cigarette or cigars, or use chewing tobacco. Any form of tobacco taken into our bodies is harmful. Even being around those who smoke tobacco can cause health problems for non-users. The Lord counsels us against the use of "hot drinks" (Doctrine and Covenants 89:9), meaning coffee and tea, which contain harmful substances. Wisdom requires us to avoid all drinks that contain harmful substances. Wisdom dictates that we should not use drugs except when they are medically necessary. Some drugs are even more destructive than alcohol and tobacco, which are also drugs. Anyone who misuses drugs should seek help, pray for strength, and counsel with their bishop in order to fully repent and become clean. In the spirit of the Word of Wisdom, we should avoid anything that we know is harmful to our bodies. We should not use any substance that is habit forming. We should avoid overeating and any foods that cause allergic reactions. The Word of Wisdom gives us guidelines, but it does not tell us everything to avoid or consume. It is a law that is valuable physically but also spiritually. By obedience to the Word of Wisdom, we become stronger spiritually. This law helps us to purify our bodies in order to have the Spirit of the Lord dwell with us. The Lord also revealed that there are certain things that are good for us. These foods include fruits, vegetables and wholesome herbs, which should be used with wisdom and thanksgiving. The Lord has said that the flesh of birds and animals is provided for our food but should be eaten sparingly. Fish is also good for us. Grains, especially wheat, are good for us. The Lord has revealed other ways to keep our bodies healthy. We are taught to "cease to be idle; cease to be unclean; … cease to sleep longer than is needful; retire to thy bed early, that ye may not be weary; arise early, that your bodies and your minds may be invigorated" (Doctrine and Covenants 88:124). We are also told, "Six days shalt thou labour, and do all thy work" (Exodus 20:9) and to not labor more than we have strength (Doctrine and Covenants 10:4). President Thomas S. Monson told us that we should keep our bodies healthy. He said, "Nutritious meals, regular exercise, and appropriate sleep are necessary for a strong body, just as consistent scripture study and prayer strengthen the mind and spirit" (Ensign, November 1990, p. 46). When the Lord revealed the Word of Wisdom to teach us how to care for our bodies, He also promised blessings for doing so. He said, "No temporal commandment gave I …, for my commandments are spiritual" (Doctrine and Covenants 29:35), meaning that His commandments concerning our physical bodies are for our spiritual good. Keeping the Lord's law of health and obeying His other commandments brings promised blessings physically and spiritually. We are promised good health physically, which helps us to "run and not be weary, and shall walk and not faint" (Doctrine and Covenants 89:20). Physical health is a great blessing, but the promised spiritual blessings are even greater. God promises us that we "shall find wisdom and great treasures of knowledge, even hidden treasures" (Doctrine and Covenants 89:19), meaning that we will be taught important truths through revelation by the Holy Ghost. President Boyd K. Packer taught, "Our physical body is the instrument of our spirit. In that marvelous revelation the Word of Wisdom, we are told how to keep our bodies free from impurities which might dull, even destroy, those delicate physical senses which have to do with spiritual communication. The Word of Wisdom is a key to individual revelation" (Ensign, November 1989, p. 14). The Lord also promises that the destroying angel will pass by us. President Heber J. Grant said, "If you and I desire the blessings of life, of health, of vigor of body and mind; if we desire the destroying angel to pass us by, as he did in the days of the children of Israel, we must obey the Word of Wisdom; then God is bound, and the blessing shall come to us" (Teachings of Presidents of the Church: Heber J. Grant [2002], p. 192). I know that living the Word of Wisdom brings blessings to us. I know that avoiding harmful substances, including too much food, makes my body healthier. I know that too little sleep makes me tired and too much sleep makes me groggy. I know that I enjoy more closeness to God because I keep my mind and body clean.

Ronald Reagan on Health Care

Before I get into health care, I suggest that you go here for a clear picture of why the Obama Administration is having a difficult time with the private sector. The Senate began their debate of the latest health care bill this week. Progressives have been trying for many years - at least since the administration of FDR - to gain control of Americans by legislating national health care. Americans told Harry S. Truman in definite language that they were not interested in a national health program.

If you want a better understanding of why the current health bill is not good for America, listen to Ronald Reagan - as a private citizen - explain why a previous bill was not good for us. His reasons were good then, and they are still good. I encourage you to listen carefully to what he says.

Elections Have Consequences

Last fall Alaskans cast their votes in a very important election to elect a new senator. Democrat Mark Begich was elected to replace Senator Ted Stevens, who had become the senior Republican in the Senate. Senator Stevens lost the election because he was indicted and convicted on charges that were later dropped. I believe that the whole deal was trumped up by Democrats to get Stevens out of the Senate. I am sure that many Alaskans voted for Begich because they thought it would "look bad" if Alaska elected a felon. I didn't like the idea of voting for a felon either, but I voted for Stevens in order to keep the seat Republican. I believe that it is important to keep a balance in our government and was concerned about the Senate having a super majority of Democrats - like we now have. I also assumed that we could force Stevens out of office after the election if need be. The results of that election in Alaska had an effect in the Senate on Saturday night. The Senate voted 60-39 along party lines to bring the health care bill to the floor for debate. The Democrats needed 60 votes, and Begich provided one vote. The Democrats don't seem to care that only 38% of voters favor the health plan. Only 21% of voters strongly favor the plan while 43% of voters strongly oppose the plan. Other figures from the Rasmussen Reports tell us that 16% of Americans believe the bill will lower health care costs while 54% of Americans believe it will raise health care costs. The Democrats in Congress must be trying to please the members of their party because 73% of Democrats favor the bill while 83% of Republicans and 70% of independents oppose the plan. Democrats understand that bringing the bill to the floor for debate puts them in a position to push the bill through until it becomes law. Even though there are still hurdles to jump over to accomplish the Democratic goal, I believe that this bill will be forced upon unwilling Americans and will destroy more of the liberties granted to us by the Constitution. Begich voted for this bill. He talks a good talk about doing what's right for Alaskans - but he votes with his party. If our nation gets stuck with an out-of-control health care bill that enslaves America even more, we can "thank" Begich for the problem. I sent an email to Begich asking him to vote NO. He sent back a long "form letter" email spouting the Democrat lines. I have no hope of his opposing any health bill that comes to a vote. The election in the fall of 2010 will be a very important election. I encourage all of you to inform yourselves about the candidates and their platforms. I hope that you will really listen to their words. [Please remember that Obama's promise of "hope and change" has become "we hope we still have a nation when he gets through changing it."] I encourage you to be registered voters and to go to the polls to cast your vote. America needs an educated and informed electorate. America needs you to be a responsible voter!

William Bradford

William Bradford (1590-1657) was born in England. As a youth he joined the Separatists, a group that left the Church of England. He fled from England with a group of Separatists in search of religious freedom. He later sailed from Holland on the Mayflower to America with other Separatists. This group became known as the Pilgrims. Bradford probably helped to write the Mayflower Compact, which established the governing rules for the Pilgrims. He served as the second governor of Plymouth Colony for more than thirty years. While he was governor, the colony survived droughts, crop failures, and debt. He organized the first Thanksgiving Day in New England. He wrote a book entitled Of Plymouth Plantation, which is the main record of the Pilgrims. After 200 years in manuscript form, it was published in 1856 as History of Plymouth Plantation. The Pilgrims lived for a few years under a program that required them to share the ownership of land, food, and tools. Under a Bradford plan, the land and cattle were divided among individual families in 1623. Personal ownership encouraged the Pilgrims to work harder and to improve their property. (I found this fact to be very interesting because it reinforces my personal belief that people work harder when they have a personal stake in something.) Bradford was also instrumental in paying off the massive debt owed to the English merchants who paid for the Pilgrims' passage to America. Bradford generally kept peace with the local Indians. Facts are from article by James Axtell, World Book Encyclopedia , Vol. 2, pp 255-256.

Health Care Bill

Nancy Pelosi, Speaker of the House of Representatives, released the Democrats' 1990-page health care proposal last week. It is 620 pages longer than the government-run plan proposed by Hilary Clinton in 1993. House Republican Leader John Boehner used only 568 words to tell us what is wrong with the Democrat plan (Byron York at www.washingtonexaminer.com/opinion/blogs/beltway-confidential/Gop-on-health-care-In-568-words…). The basic reason he gave: "It'll require thousands of new federal employees. It'll put unelected boards, bureaus, and commissions in charge of who gets access to what drug and what potentially life-saving treatment." Boehner offered four good proposals for improving American health care. They are: 1. "Let families and businesses buy health insurance across state lines." This would bring instant competition and quickly lessen the cost of insurance. 2. "Allow individuals, small businesses, and trade associations to pool together and acquire health insurance at lower prices, the same way large corporations and labor unions do today." This too would lower the cost of health insurance. 3. "Give states the tools to create their own innovative reforms that lower health care costs." This would allow states to exercise authority under Amendment 10 in the Bill of Rights: "The power not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." 4. "End junk lawsuits that contribute to higher health care costs by increasing the number of tests and procedures that physicians sometimes order not because they think it's good medicine, but because they are afraid of being sued." This simply makes good sense! Boehner said that these plans were first released in June and that at least eight bills have been introduced in the past six months that would implement this blueprint (healthcare.gop.gov), but the Democrats refuse to pass the bills. The people of the United States have indicated over and over that we do not want this new health care program that is being forced upon us by the Democrats. The Republicans have offered alternate ideas that would solve the main health care problems in our nation. The Democrats wrote a program that takes 1990 pages to do the job they want to accomplish. I heard a comparison that I would like to share, but I might get some numbers wrong. The United States Constitution was written in four pages. The Declaration of Independence took one page. Amendment 19 that gave women the Right to Vote took one page. The Emancipation Proclamation which freed the slaves took fewer than ten pages. The Social Security bill was written in sixty pages. It is my belief - and that of many other people - that this big deal about health care reform is not even about health insurance but a ploy to gain more control over the people of this nation. The revolution that is taking place in the United States is all about destroying the nation as we know it in order to bring about a "reformation." The revolutionists must destroy the economy of our country before they will have the power to reform it. This health care reform being rushed through is all about power and control. Those who want this bill to pass want to have total control over the people of this nation. This is what the big rush is about. They are trying to get this bill through while they are in control of the legislature - before we can vote some of the bums out! Please make sure that your representatives in Congress know that you want them to vote NO on this reform. Make sure that they know that you understand this health care reform bill is unconstitutional. Please, please, do not take your Rights and Freedoms for granted. Do whatever you can to defend and sustain the Constitution.
